Most states criminalize bookmaking, not the bettor who calls his bookie or bets through a pay-per-head site. This is similar to the UIGEA’s criminalization of overseas gambling operators. The sites offering the service are breaking U.S. law, there is no law against placing bets online for the individual. Bettors will find that the laws are similar when dealing with local bookies. Some states criminalize placing a bet with a local bookie, but these are almost all summary offenses or at worst, misdemeanors. Most states have no laws against placing a bet with a bookie.

On September 2, 2013, Fox Soccer was replaced by FXX, an entertainment-based sister network to FX with a focus on comedy programming. On Oct. 16, 2018, the Santa Ana Star Casino & Hotel booked its first sports bet in partnership with Nevada-based USBookmaking. Although New Mexico has not passed any new sports betting legislation since the Supreme Court's decision, the move by the Santa Ana Star Casino & Hotel was made via a gaming compact with the state. According to Nedra Darling, spokeswoman at the Department of the Interior's Office of Indian Affairs -- the federal agency in Washington, DC that oversees tribal gaming compacts -- the New Mexico compacts permit "any or all forms of Class III Gaming," a category in the federal regulations that specifically includes "[a]ny sports betting and pari-mutuel wagering." Published reports indicate that bets will not be permitted on games involving the University of New Mexico or New Mexico State University.

Pennsylvania sports betting started late in the game considering it had a law on the books in 2017, only launching in November. House Bill No. 1107 was introduced in the Hawaii legislature in January 2019. According to the 21-page bill, "it is in the best interest of the State and its citizens to regulate this existing activity by authorizing and implementing a secure, responsible, and legal system for sports wagering." The proposed bill would create a "Hawaii sports wagering corporation" for regulatory purposes.

As of April 4, 2019, House Majority Leader Alec Garnett is planning to introduce a bill before this current legislative session ends on May 3. It would have to end up on the ballot for voters to decide. Expanded gambling has been on the ballot and declined eight times, with the most recent opportunity in 2014 to expand gambling at some race tracks. 70 percent of voters voted against it.

Spread betting are wagers that are made against the spread. The spread, or line, is a number assigned by the bookmakers which handicaps one team and favors another when two teams play each other and one is perceived as being more likely to win. The favorite "takes" points from the final score and the underdog "gives" points. This number can also be in increments of half-a-point (.5) even though very few sports have .5 point scoring (i.e., The Ryder Cup)
