Most states criminalize bookmaking, not the bettor who calls his bookie or bets through a pay-per-head site. This is similar to the UIGEA’s criminalization of overseas gambling operators. The sites offering the service are breaking U.S. law, there is no law against placing bets online for the individual. Bettors will find that the laws are similar when dealing with local bookies. Some states criminalize placing a bet with a local bookie, but these are almost all summary offenses or at worst, misdemeanors. Most states have no laws against placing a bet with a bookie.
On September 2, 2013, Fox Soccer was replaced by FXX, an entertainment-based sister network to FX with a focus on comedy programming. With the concurrent shutdown and replacement of the network, Fox Soccer's sports programming was shifted over to Fox Sports 1 and Fox Sports 2. A new graphics package was launched on August 27, 2017 for Fox's first NFL preseason broadcast, featuring a solid-colored rectangular design and a football scorebar positioned across the bottom of the screen. Upon its debut, the new football scoreboard was widely panned by viewers for its basic appearance and small text size. This appearance has also been adopted by Big Ten Network. On Oct. 16, 2018, the Santa Ana Star Casino & Hotel booked its first sports bet in partnership with Nevada-based USBookmaking. Although New Mexico has not passed any new sports betting legislation since the Supreme Court's decision, the move by the Santa Ana Star Casino & Hotel was made via a gaming compact with the state. According to Nedra Darling, spokeswoman at the Department of the Interior's Office of Indian Affairs -- the federal agency in Washington, DC that oversees tribal gaming compacts -- the New Mexico compacts permit "any or all forms of Class III Gaming," a category in the federal regulations that specifically includes "[a]ny sports betting and pari-mutuel wagering." Published reports indicate that bets will not be permitted on games involving the University of New Mexico or New Mexico State University.
You’ll notice one distinctly Pennsylvanian name on this list too. SugarHouse Casino is in Philadelphia, but it has been part of the NJ online gambling scene for a couple of years. The casino launched a real-money online casino in New Jersey in 2016. On Aug. 30, 2018, West Virginia became the fifth state to offer legal and regulated sports betting when the Hollywood Casino -- a sportsbook owned by Penn National -- opened its doors. The move came six months after the West Virginia legislature passed a new bill with the West Virginia Lottery Commission serving as the chief regulator. Both in-person and online sports wagering are permitted under the law.
Pennsylvania sports betting started late in the game considering it had a law on the books in 2017, only launching in November. The Keystone State changed its law last year to allow legal sports betting anywhere within the state. State regulators approved this year a set of rules for sports betting that includes mobile. Retail sports betting is under way, and mobile sports betting is legal and could launch as soon as spring 2019.

House Bill No. 1107 was introduced in the Hawaii legislature in January 2019. According to the 21-page bill, "it is in the best interest of the State and its citizens to regulate this existing activity by authorizing and implementing a secure, responsible, and legal system for sports wagering." The proposed bill would create a "Hawaii sports wagering corporation" for regulatory purposes.

As of April 4, 2019, House Majority Leader Alec Garnett is planning to introduce a bill before this current legislative session ends on May 3. It would have to end up on the ballot for voters to decide. Expanded gambling has been on the ballot and declined eight times, with the most recent opportunity in 2014 to expand gambling at some race tracks. 70 percent of voters voted against it.
